As part of a long-term evaluation and impact study, our team carried out an in-depth review of ten years of programming by the international NGO L’Appel in Rwanda.
The scope of this study covered a diverse range of interventions, including the construction of housing for vulnerable populations, school sponsorship programs, vocational training support for young adults, the creation of social canteens, income-generating initiatives, and the development or rehabilitation of water supply infrastructures.

For L’Appel, this evaluation represented a strategic opportunity to obtain a detailed retrospective analysis of the results achieved and the processes that shaped them, with the dual aim of improving communication with partners and informing future programmatic orientations.
The study also supported an internal strategic repositioning – moving from a humanitarian assistance model to an integrated development model – while reassessing the evolving role of beneficiaries as active players rather than passive recipients, with an emphasis on strengthening local empowerment.
It was possible to refine L’Appel‘s intervention logic and operational frameworks by means of a participatory impact analysis and a focus on the synergies between project components. The resulting recommendations facilitated the alignment of future objectives with observed threshold effects, ultimately contributing to the renewal and long-term consolidation of donor commitments and resource mobilisation strategies.
